Colonel (Retired) Bobby Saxon is the Chief Technology Officer for the Center for Consumer Information and Insurance Oversight (CCIIO), Centers for Medicare and Medicaid Service (CMS). Colonel Saxon is responsible for leading the architecting, development, and implementation for all information technology services for the Insurance Marketplace.
Colonel Saxon has over 25 years of information technology leadership experience including seven years at the Pentagon. As a Division Chief on the Army staff, he led the Army G-3/5/7 (Operations and Plans) Capability Management Office for Global Force Information Management and the development of the multi-award winning Enterprise Management Decision Support system. Colonel Saxon previously served at the Pentagon as the Assistant Deputy Chief Information Officer (CIO) for Operations and Plans.
Colonel Saxon began his IT career in 1991 as a medical software sales consultant before becoming a regional, then national sales manager for multiple software companies specializing in Electronic Health Records (EHR). Before re-entering active military service after the events of 9/11, Colonel Saxon founded a Customer Relationship Management company to provide collaboration and data analytic solutions to Fortune 5,000 organizations.
Colonel Saxon holds a Master of Science (MS) degree in Government Information Leadership, w/CIO concentration, from the National Defense University (NDU) and a Bachelor of Business Administration (BBA) in Management degree from Georgia Southern University. He also holds graduate certificates for Global Strategic Leadership and Chief Information Officer from NDU and is a previous AFCEA Distinguished Graduate of the NDU CIO Leadership Development Program. Additionally, Colonel Saxon is a graduate of the U.S. Army Command and General Staff College, and the Field Artillery Officer Basic and Advanced Courses.
Colonel Saxon has been recognized for government and industry awards including: the 2015 and 2014 FedScoop 50 Federal Leadership Award, the 2014 GTRA GOVTek Executive Government Technology Award for Excellence in Big Data, and the 2013 CIO Magazine “Ones to Watch” Award. His military awards and badges include the Legion of Merit and Bronze Star as well as the Combat Action Badge, Paratrooper Badge, and Air Assault Badge.
Under Colonel Saxon’s leadership, the EMDS program received the 2014 & 2013 FedScoop 50 Federal IT Program of the Year Award and was recognized by GovLoop as one of the Top 5 Innovations in Big Data in 2013.
